The procurement process for your care, your way began on 29 February and over the coming months we’ll be keeping you updated on progress through a series of bulletins like this one.
After a year of engagement and consultation with local people, we published an Outline Business Case in December 2015 setting out how the people of Bath and North East Somerset want their community health and care services to operate from April 2017.
During the consultation, people told us their top priority is to be treated as a person, not a condition, with community services working together more closely to follow a joined-up care plan that supports them to maintain their physical, mental and emotional wellbeing.
In order to do this, we are seeking a prime provider of community services. This could be a single organisation or a consortium that will work closely with the CCG and the Council to coordinate over 60 different services; sub-contracting to smaller, specialist providers where appropriate.
What’s happening now?
The procurement process is split into three phases:
- Pre-qualification – to assess bidders’ previous experience and financial standing
- Outline – to allow bidders to tell us in summary how they expect to deliver services in the future
- Detailed – to explore in more detail how we will contract with the prime provider and to identify how they will manage transformational change
The deadline for pre-qualification bids has just passed and four organisations have put themselves forward to deliver the ten year contract, which is worth almost £70 million a year.
What happens next?
The CCG and the Council must now evaluate these four bids to decide who will go through to the next round. We have brought together a team of over 30 evaluators (including commissioners, GPs and subject matter experts) to assess and score the bids to help us make this decision.
We have also trained a team of volunteer ‘Community Champions’ who have direct lived experience of community services to be part of the evaluation process. We have produced a three minute video about the champions which you can see below.
We will make an announcement w/c 18 April to confirm which organisations will be going through to the next round and we plan to complete all three phases of the procurement and announce the new provider by the end of September.
